There are a lot of overwhelming choices when you get to the store. First and foremost you'll need a flat buckle collar. This is a flat collar that doesn't pinch, it doesn't constrict the neck, it's really for his tags and for safety and you can also walk him from it on his leash. Now some dogs are really small and they have really delicate throats and tracheas so you may want to do a harness. Now there are a lot of harness choices. Most harnesses clip on the back, there are step through where the dogs front paws step through and then there are chest harnesses where it clips on the back, either one of those would be fine to start as far as just keeping the dog safe, keeping him on a leash. Some dogs who pull, you may be interested in getting them some sort of no pull harness or no pull device that gets ahead of the pulling by moving the pressure. So instead of having the pressure on the back the dog would have the pressure on the front so it clips in the front here when he pulls it actually spins him around and makes pulling less successful and dogs tend to stop doing it. You want to avoid things that are punishment based or things that are going to cause him pain or possibly even injury. But those are just a few things that you want to concentrate on when you're looking for the right harness or a collar for your dog.
